On a sunny July afternoon at the 41st year of this Shinka Era, Jirou Hitoyoshi is tasked with listening on a key meeting between a leading government scientist and a spy. Nevertheless, his cover is blown, and the secret agent shows himself to be an alien in disguise. Amidst the ensuing chaos, Jirou enlists the assistance of cafe waitress and enchanting woman Kikko Hoshino, among numerous”superhumans” who mix into society and covertly protect humankind from aliens risks. As a part of this government agency called the Super Population Research Laboratory, Jirou gets the double job of shielding superhumans that shield humankind and disposing of any deemed too dangerous to live. Having proven himself a worthy ally, Kikko is encouraged to join the service as its latest recruit. From government corruption and contradictory ideas of justice, to the morality of ideology, the connection between people and the supernatural minority accounts precariously in a world pervaded by whispers of unrest and unease. Under mysterious conditions, Jirou has betrayed the bureau, and is currently a fugitive on the run. As he skulks throughout the moist back alleys of Shinjuku, he’s chased by the same superhumans he once recruited.
